Co-mediators response to the Norwegian OECD NCP Final Statement related to Myanmar

We welcome the final statement by the Norwegian OECD National Contact Point (NCP) on the instance submitted in July 2021 by SOMO on behalf of 474 civil society organisations concerning Telenor Myanmar Ltd., released on 11 December 2025.

The NCP expects Telenor to take an active role in remediation to the extent of its contribution to adverse impacts by further follow-up of the commitments in the 2022 Memorandum of Understanding (MoU) that our mediation resulted in.

The NCP also expects Telenor to cooperate in the remediation of adverse impacts, as a key telecommunications operator, within a broader remedy ecosystem.

This includes continued engagement to explore, design and implement – and provide financial support for – a Myanmar digital security relief mechanism, in cooperation with other actors connected to ICT-related impacts in Myanmar and the wider region.

As co-mediators of this process from 2021 until 2024, we welcome the conclusion of this instance for all parties involved.

This assessment should serve as the impetus for providing support (financial and other) to Myanmar citizens facing risks and impacts associated with their digital footprints.

All actors linked to ICT-related impacts in Myanmar and the region, including but not limited to Telenor, now have the opportunity to engage constructively and play their part in a coordinated remedy ecosystem.

The discussion of a Myanmar digital security relief mechanism has started, and now ICT companies can meet their responsibility to respect human rights in accordance with the OECD Guidelines by advancing and supporting its implementation.
